line on prop nose cone

2 questions
is there a way to put a line on prop nose cone that will "stay" in place at a specific rpm?
with "Paint.Net" up to version 3.08, is there any plan to open a "app.specific" forum.

I think that would be different for each game depending on how the prop and spinner animation works. I don't even know if any game has a prop and a spinner that actually spin, I think they just look like they spin.
What game are painting for? Someone will know the animation for it.

IL-2 does rotate the spinner. But I think that is not RPM depending, or to put it in another way: I think it allways spins with the same speed.
With all other processes that require loads of resources, a rotating spinner is simply some minor detail which is not worth putting much programming time and system resources in.

So far we have not met any questions about Paint.net so we never considered opening a forum for it.

AFAIK, TW has 2 speeds, idle and flying speed, of animation that [look like rotation.

I bet, if you had open code available, you could work out your own animation.

IL-2 has also. But I don't call idle a "speed"
You can skin the idle and running spinner of many aircraft which gives you the opportunity to fake speed in multicolored spinners by making it blurry.

Well, idle as in running but no real thrust, not as in idle-not moving...as in sitting on the runway with your prop spinning, throttled back, low RPM, that kind of idle. Maybe that usage more of an American term?
Anyway, I meant 2 speeds, low RPM and high RPM. TR has off too of course. I guess off is really idle
