Never put such files in the System folder.
Then they can work for any program needing these files.
For some DDL files it is known that there are several versions. So, if you have software that needs another version of the DLL-file that program might stop working or behave erratic.

ONLY place them in the folder of the program that really needs them. Same goes for files like VBxxx.DLL files.

You can also try the Eliminate white plugin. It's another one but does the same.

Thank you for that advice about the System Folder, Serval

I did indeed find another .dll file from Paint Shop users Group and it works now! Unfortunately, I put it into my System folder before I read your warning above. Mabey I'll try to fish it out.

I worked on this for 2 days and was extremely fustrated because the filter actually worked one time then quit! Thanks for your and everyone elses help.

By the way, the link for the .dll that enables 'Remove White' with PSP7 is...

Just had a look at these files and they are exactly the same as the ones offered here

EDIT: To be sure, I have uploaded these two files. Also as seperate packages, since some Photoshop version also require msvcrt10.dll to be installed.

I guess it's better to post late to a thread than not post at all, anyway, i found a filter that works better than the "remove white". it's an "eliminate white" filter, and it's not supposed to need all the extra .dll files to work in psp.
if you want to try it...

I use PSP 7

msvcrt10.dll goes into your main PSP folder and MACWHITE.8BF goes into your plugin folder in your main PSP folder.

Then rename the file in the layer palette to something like "Frame".
This is where most fall down. If you leave the file name as say "background",( which it tends to be in my case) it doesn't tend to work.

Once you have changed the name, then apply the filter. You may want to increase the colours to..to 16 million on the colour tab. Remember to change it back to 256 colour once you have finished painting otherwise it wont show in game.(sure this is correct).

Seems to me you have a script.
We were discussing a Photoshop filter, which also runs with PSP if you have the right DLL files installed as well.
Can you tell more about this script? Where did you get it?

Think I may be able to just send it to you. In the meantime take a look at this site. It's one of the best PSP graphics info sites I have found.
