Help with plug-ins

Guys,
I've got many plug ins that won't work for some reason. Not sure why exactly but here is an example.

I'm using PSP9.
Plug in's are in the correct folder.
When I try to use one I get the following error message.

"Paint Shop Pro was unable to load the requested plug-in filter. The plug-in may not be installed properly or may be missing some files."

This DOES NOT happen for all my plug-ins though. This is the part that has me baffled.

Any help is appreciated.

Which plugins are giving the error? Are they plugins which came with PSP or third party addons?

They are plug-ins with 8bf file format.
I have many that work and some that do not.
All having the same file format.
