I've never made my own 'chipped paint' layer and looking at Step 5 from BLOWHARD's weathering tutorial (
Step-By-Step Weathering), it looked like a lot of work to do by hand.
However, I figured out a way to generate random 'chips' along panel and hatch lines.
It only takes a couple of minutes and I think it looks pretty good:
