Hi there, in PS Elements, all those special effect brushes are grouped together into large chunk files and can't be separated.
What should work just the same is for you to create a new brush from a painting made with mine. I've painted some with that brush on a new layer, so it'll also have transparency. I've attached that file to this post, give that a shot and see if it works for you.
