Hi,

PS Elements (I have version 2) doens't have a controllable curved line tool, and the vector shapes it does allow aren't very adaptable to such applications.

The easiest way I use to make curved lines, is just holding the shift key while clicking around the edge of my curve. Holding shift will make the brush flow continue from the point of the last click. Using this method, the curve smoothness is controlled by how many clicks you make around the curve.
